The GCP Tier 2 is a flagship initiative of the INTOSAI Donor-Corporation that aims to provide a more intensive support to a small group SAIs operating in Fragile States, that may face difficulties with preparing and mobilising support for strategic capacity development programs. The GCP Tier 2 was launched in Windhoek, Namibia, in October 2017 during the AFROSAI General Assembly. All the T2 SAIs present were very interest in this initative and keen on receiving support to assist in strengthening their capacity. In our previous communication we had invited you to express your interest in supporting this initiative. We would like to clarify that this is not a firm commitment at this point, but an indication that your organisation is considering supporting the GCP T2. The possible ways to support Tier 2 are as follows:
- Support a SAI that is apart of the GCP Tier 2 Initiative
- Support an INTOSAI Partner
- INTOSAI Partnership (IDI, CREFIAF, AFROSAI-E)
- SAI provider of Peer-to-peer support

Support Project Groups for each SAI will be created in the T2 initiative, which will be faciliated from the information gathered in the above expression of interest survey.
