Key capacity building objectives
For a robust democracy, each state must establish a supreme authority for audit and accountability. This authority’s independence should be legally guaranteed and reflected in its functional and organizational autonomy, enabling it to perform its duties effectively. Additionally, it is crucial to ensure the application of independence principles and foster effective communication between the legislative authority and the SAI in this context. To achieve this, our region focuses on evaluating the general level of independence in member SAIs, sharing lessons learned among the heads of SAIs, and improving SAIs’ relationships with parliaments.
Furthermore, ARABOSAI aims to support the governance of member SAIs by enhancing their capabilities in areas such as transparency and integrity, strategic management and monitoring, human resource development, and communication with relevant authorities. Good governance is a key goal for ARABOSAI, especially in the context of economic globalization, the increasing intensity of global issues, and the urgent need to combat corruption. Good governance supports the rule of law and promotes efficient government management that effectively utilizes national, material, and human resources. Therefore, ARABOSAI’s role is to assist SAIs in adopting innovative and promising methods to strengthen the governance of their SAIs, thereby creating a sound environment for economic development.
