The INTOSAI Capacity Building Committee (CBC) Steering Committee met virtually on 24–25 June 2026, bringing together representatives from across the INTOSAI community to review progress, strengthen collaboration and guide the committee’s strategic priorities for the period ahead.

Over two half-day sessions, members considered key governance matters, advanced workstream initiatives, received updates on capacity development initiatives and agreed on actions that will continue to strengthen support to Supreme Audit Institutions (SAIs) worldwide.

Driving the CBC’s strategic agenda

The Steering Committee considered a broad range of strategic matters aimed at strengthening the effectiveness and long-term impact of the CBC. This included discussions on governance, workstream priorities, knowledge products and the committee’s contribution to the implementation of Goal 2 of the INTOSAI Strategic Plan.

As part of these discussions, members also considered the recommendations arising from the recently completed independent external evaluation. The evaluation served as an important opportunity to reflect on the committee’s work and confirm the direction of ongoing improvements. Steering Committee members provided strategic guidance on the proposed management response, helping to shape the implementation of actions that will further strengthen the CBC’s governance, strategic focus and ways of working.

Advancing capacity-building initiatives

The Steering Committee received updates on the implementation of the INTOSAI Goal 2 Operational Plan 2026–2028, progress with the SAI Performance Measurement Framework (SAI PMF), the work of the SAI PMF Independent Advisory Group, and collaborative efforts to support SAIs in Small Island Developing States (SIDS) and those operating in complex and challenging contexts. Members also reviewed the CBC budget and workstream dashboards that had been pre-approved ahead of the meeting.

The meeting also considered several important workstream deliverables, including the IntoSAINT Vision, the IntoSAINT Handbook, revised terms of reference and workplan for the Peer Review Subcommittee, and expressed support for a revision of Peer Review GUID 1900. These discussions demonstrated the committee’s continued commitment to delivering practical products and services that respond to the evolving needs of SAIs.

A collaborative global network

The Steering Committee welcomed SAI Somalia as a new CBC member and SAI Norway as the new leader of the IntoSAINT workstream, further strengthening the committee’s global network and collaborative leadership. Members also received an update on the CBC’s communication initiatives, recognising the importance of sharing knowledge and increasing engagement across the INTOSAI community.

 Looking ahead

The meeting reaffirmed the Steering Committee’s commitment to maintaining the CBC as a strategic, responsive and member-driven committee. Members supported increased opportunities for strategic engagement, including meeting twice annually, to provide ongoing guidance on emerging priorities and oversee the implementation of key initiatives.

The meeting also reaffirmed the importance of collaboration in achieving Goal 2 and highlighted the value of regular strategic dialogue among contributors. As the CBC continues to implement its work programme, it remains committed to working with INTOSAI committees, regional organisations, IDI and development partners to strengthen SAI capacity and maximise collective impact.
