The INTOSAI Policy, Finance and Administration Committee (PFAC) has opened the nomination process for the Kimi Makwetu Excellence in Capacity Building Award. All INTOSAI members and stakeholders are encouraged to nominate Supreme Audit Institutions (SAIs) or INTOSAI Organs who have demonstrated a strong commitment to promoting the development of SAI professional capacities and capabilities across INTOSAI. The award will be presented to the Head of Delegation of the winning SAI or INTOSAI Organ at the XXV INCOSAI in October 2025.

Criteria for Nominations

“Excellence in capacity building” is broadly defined as an outstanding commitment to developing and strengthening the skills, abilities, processes and resources SAIs need to operate effectively, deliver high quality audit products, and enhance government accountability.

Nominations must include a supporting statement addressing how the nominee has demonstrated excellence in capacity building from 2023-2025 and the impact of those efforts. (Please use this nomination form. [Link] Specifically, the statement may cover one or multiple aspects of strengthening capacity building, such as:

  • Professional audit capacity (e.g. audit methods, manuals, staff training);
  • Organizational capacity (e.g. strategic planning, leadership, managing resources);
  • Capacity to deal with the external environment (e.g. adapting to change, promoting change, relationship to government entities and accountability partners).

An award recipient is ineligible for nomination in three successive cycles of the award. The 2022 award recipient was the INTOSAI Development Initiative (IDI).

If you are aware of a SAI or INTOSAI Organ whose contributions to capacity building warrant consideration for this recognition, please nominate them for this award.
