This Guide helps identify the key activities of a modern HRM function, recognising that it may take some SAIs many years to put in place. Key to the successful introduction of
such a function is the establishment of a strong HRM team. HRM staff need a broad set of competencies including skills and knowledge of change management, internal consultancy,
stakeholder management and influencing. The Guide also recognises that some of the HRM functions may not be applicable for SAIs who are not fully independent or who are
too small to employ full-time people in this area.
