The INTOSAI Capacity Building Committee, under the leadership of its Chair Kimi Makwetu, launched a new focus for the committee, building on the important role of the INTOSAI regions in capacity development and relying on strong relationships and cooperation with other actors in the SAI capacity building arena, inside and outside of INTOSAI. With this meeting, the committee initiated the task of integrating the work of the CBC’s different bodies into a more agile and flexible structure.
The Annual INTOSAI Capacity Building Committee Meeting was held in Lima, Peru on September 9-11 2014, and was generously hosted by the Supreme Audit Institution of Peru. Representatives from 25 Supreme Audit Institutions, representing all INTOSAI regions and main committees, as well the INTOSAI General Secretariat and the INTOSAI Development Initiative participated in the meeting. The World Bank, the Inter-American Development Bank and the German GIZ attended the meeting as observers.
This meeting offered a unique opportunity to discuss and analyze the capacity development needs of Supreme Audit Institutions and the regional groups of INTOSAI, and how the committee can support their efforts to make a real difference in the lives of citizens. The meeting agreed to base CBC priorities on the demand side, as currently identified in the IDI Global Survey results. For future surveys, the CBC aims to be full partner to the IDI throughout the process, from planning to analysis. Regional Capacity Building Plans are also considered important input in determining CBC priorities. In the longer term, this may also be an area where the CBC can promote better coordination between regions. The meeting agreed that the CBC’s two primary priorities for the future should be to provide products and services that add value, and to maintain a regional emphasis in work of the committee.
The CBC’s ability to meet these ambitious goals rests on the CBC’s membership’s willingness to engage in the work and commit resources for CBC tasks between the annual meetings.
