The CBC Subcommittee on Peer Reviews (“the Subcommittee”) held its annual online meeting on March 18, 2026, with nine members and one observer organization and CBC representative attending and opening statements by the Vice President of SAO Slovakia, as the Chair of the Subcommittee. The meeting featured presentations on the Subcommittee’s mid-term strategy (2026-2028) aligned with CBC and INTOSAI goals, and plans to revise the foundational peer review document GUID 1900.

As was presented, peer review implementation faces challenges due to varying awareness, resource constraints, and inconsistent GUID 1900 application. Recognising these challenges, the Subcommittee’s strategy emphasizes inclusivity aligned with INTOSAI principles, leveraging roles of internal stakeholders such as the CBC Secretariat and workstream chairs for effective execution.

The Subcommittee is set to focus on three key areas: global peer reviewer tools, enhancing SAI status via peer review, and revising GUID 1900 with completion aimed by 2028, ahead of the XXVI INCOSAI in Indonesia. Additionally, it is developing a live Expert Short List to facilitate expert matchmaking, with plans to establish a project group to optimize this solution while encouraging ongoing expert applications.

Collaboration with regional organizations and other INTOSAI bodies is critical for resource efficiency and addressing diverse SAI needs. Members were informed about timelines and briefed on regional activities including an upcoming workshop in Warsaw, Poland, in cooperation with SAI Poland as the co-leader of EUROSAI – SG2. The thematic workshop will focus on peer review fieldwork, providing practical guidance for peer reviewers as well as informing participants of the progress of the Peer Review Project Group, led by SAI Israel.

Participants of the annual members meeting were encouraged to engage in the update the Subcommittee’s Terms of Reference and join working groups on revising GUID 1900 and update of the Peer Reviews Experts Short List. A call for participation to actively participate in the soon-to-be-established work groups will be send out by the Subcommittee to all INTOSAI members. The next annual meeting is planned for 2027 to review progress.
