The Capacity Building Committee (CCC) of the Latin American and Caribbean Organization of Supreme Audit Institutions (OLACEFS) met from April 17 to 20, in Puerto Baquerizo Moreno, Ecuador. The meeting has coordinated by Minister Augusto Nardes, who represented Minister Bruno Dantas, President of the Brazilian Federal Court of Accounts (TCU) and the CBC.

Based on the central theme “Training to strengthen the global voice of supreme audit institutions (SAIs)”, the meeting had an innovative format, with training workshops conducted by experts on cross-cutting themes related to the priorities of the Brazilian presidency at INTOSAI: communication, applied research, gender inclusion and equality, sustainability, digital transformation, and fighting corruption.  

The opening ceremony was conducted by Minister Augusto Nardes, being attended by the Comptroller General of Ecuador, Carlos Alberto Riofrío, the First Magistrate of the Court of Accounts of El Salvador, María del Carmen, the Deputy Comptroller of Bolivia, Rubén Marañon, and the Deputy Director of the Pan American Development Foundation (PADF), Joaquín Loreto. In his speech, Nardes highlighted the fruitful cooperation between SAIs over the years and the good work carried out by the Committee thanks to the great offer of courses. In the last year alone, through the Educational Management System (SGE), course offerings from all SAIs amounted to approximately 9 thousand registrations within the countries that make up OLACEFS.

The meeting was attended by important partners, such as the EUROSAI General Secretariat and the German Cooperation Agency (GIZ), which conducted workshops and engaged participants. EUROSAI representatives addressed the topic of communication as a strategic tool for SAIs, and the GIZ coordinated panels on applied research, sustainability and capacity building, and the fight against corruption.

The INTOSAI Capacity Building Committee (CBC) and the INTOSAI Development Initiative (IDI) participated virtually. The CBC dealt with the issue of SAI professionalization and the IDI highlighted important actions, such as the Global Cooperative Audit of Climate Change Adaptation Actions (CCAA), the Equal Futures Audit (EFA) initiative, and the Professional Education for SAI Auditors (PESA).

The Task Force (TF) on Promotion of Good Governance, led by SAI Brazil, the TF on Satisfaction Assessment of Training Initiatives, led by SAI Chile, the TF on Course Impact Measurement, led by SAI Guatemala, and the TF on the Monitoring Plan for Courses within the Capacity Building Plan, led by SAIs Mexico and Bolivia, presented their progress and projects in terms of training in accordance with the 2023 Annual Operating Plan, and gathered input to continue their work in an interactive and dynamic way.

Representatives of 10 SAIs members of the committee attended the meeting: Argentina, Brazil, Bolivia, Chile, Ecuador, El Salvador, Guatemala, Honduras, Mexico and Uruguay.
