While international frameworks were available, there was still a need for a framework that reflected the learning and development requirements of the Pacific region and was tailored to that context (including existing capacity, job descriptions and resourcing set-ups). PASAI therefore used its unique understanding of this context to develop a framework that supports a coordinated approach for its members.
